ఆస్ట్రేలియా పై రెండు రాళ్ళు

ఆస్ట్రేలియాలో భారతీయులపై జరిగిన దాడుల్లో జాతివివక్ష ఒక ముఖ్యకారణమని, Indian high commissioner to Australia అన్నారు. కొన్ని వేల మంది విధ్యార్థులు గతవారం రోజులుగా తమపై జరుగుతున్న వివక్షపై పెద్దస్థాయిలో ధర్నాలు చేస్తున్నారు. వారిలో చాలా మంది ఆస్ట్రేలియా అత్యంత జాతివివక్షాపూరితమైన దేశంగా చెప్పుకొస్తున్నారు. ఈ మాటలు ఒకసారి టివి పెట్టి చూస్తే వినిపిస్తాయి, కనిపిస్తాయి. ప్రతి వార్తాపత్రికలోనూ కొన్ని వేలపెజీల కథనాలు చదవడానికి లభిస్తాయి.

ఇది “sweeping generalization” అని. ఆస్ట్రేలియా అంత దారుణమైన దేశం కానే కాదని. ఏదో కొందరు టీనేజర్స్ చేసినదానికి మొత్తం ఆస్ట్రేలియా దేశాన్ని జాతివివక్షాపూర్వకమైన దేశంగా చిత్రించడం అన్యాయమనీ కొందరు ఉదార భారతీయులు చెప్పుకొస్తున్నారు. నిజానిజాలు ఎలా ఉన్నా, భారతీయ మీడియాలో ఈ ఘటనలపై సర్వత్రా నిరసనలు తలెత్తినట్లు సమాచారం వెలువడుతోంది. ఈ ఘటనతో జాతి వివక్ష పెద్ద స్థాయిలో చర్చనీయాంశమైంది గానీ, నిజానికి ఆస్ట్రేలియాలో ఎన్నాళ్ళుగానో ఇలాంటి చెదురుమదురు ఘటనలు జరిగుతున్నాయని. అవి బయటికిరాకుండా అణగద్రొక్కబడ్డాయని కొందరి ఉవాచ.

ఈ నేపధ్యంలో బ్రిస్బన్, ఆస్ట్రేలియాలోని క్వీన్ లాండ్ యూనివర్సిటీ ఆఫ్ టెక్నాలజీ, సినిమా రంగంలో అమితాబ్ సేవలకుగానూ ఇవ్వజూపిన గౌరవ డాక్టరేట్ ను అమితాబ్ బచ్చన్ గౌరవపూర్వకంగా తిరస్కరించి నిరసన తెలిపారు.అమితాబ్ తన బ్లాగులో ఈ విషయం వివరిస్తూ “I mean no disrespect to the Institution that honors me, but under the present circumstances, where citizens of my own country are subjected to such acts of inhuman horror, my conscience does not permit me to accept this decoration from a country that perpetrates such indignity to my fellow countrymen.” అన్నారు.

నేను ఆస్ట్రేలియా ఏప్పుడూ చూడలేదు. కేవలం కొన్ని సంవత్సరాలు ఆస్ట్రేలియన్ ఎయిడెడ్ ప్రాజెక్ట్ లో పనిచేసాను. ఆ సందర్భంగా కొందరు ఆస్ట్రేలియన్ కంసల్టెన్ట్స్ తో మాత్రం పనిచెయ్యటం జరిగింది. వివక్ష అనే పెద్దమాట ఉపయోగించనుగానీ, భారతీయులంటే కొంత చిన్న చూపు మాత్రం వీరిలో ఖచ్చితంగా ఉంటుంది. బహుశా వారి తెల్లరంగు దృష్ట్యా వాళ్ళు "గొప్పోళ్ళు" అనే భావనకూడా చాలా మంది భారతీయుల్లో ఉంటుందనుకుంటాను. రెండూ వివక్షలే. ఈ విధంగా చూస్తే భారతీయులకన్నా racist మరొకళ్ళు లేరేమో! ఇక casteist, sexist అంటూ చాలా "ఇస్టు"ల్లో భారతీయులది ముందండుగే. అయినా, జరిగిన ఘటన తీవ్రత దృష్ట్యా వర్ణవివక్షతకు వ్యతిరేకంగా మాట్లాడకూడదా! ఇక్కడ కులం,మతం పేరుతో హింసాత్మక ఘటనలు జరుగుతాయి కాబట్టి అక్కడ భారతీయుల్ని కత్తితో పొడిచినా ఫరవాలేదా! అనేవి కొన్ని ప్రశ్నలు.

అమితాబ్ బచ్చన్ ను డాక్టరేట్ తిరగ్గొట్టినందుకు అభినందిస్తూ "భారతీయుల్ని అవమానించే దేశం ఇచ్చే గౌరవం తనకు అఖ్ఖరలేదన్న అమితాబ్ కు గౌరవాభినందనాలు తెలియజేస్తోంది." అని నేను నవతరంగంలో రాస్తే కొందరు నొచ్చుకున్నారు. దానికి సమాధానం వెతుకుతుంటే నాకొక conspiracy theory తోచింది. భారతీయ నటుడైన అమితాబ్ బచ్చన్ కు ఒక విదేశీ యూనివర్సిటీ డాక్టరేట్ ఎందుకివ్వాలి? భారతీయ మీడియా ఒకవేళ కొందరన్నట్లు ఈ సమస్యను blowing out of proportion చేస్తుంటే...అదెందుకు?

ప్రతి సంవత్సరం ఆస్ట్రేలియా సగటున 30,000 మంది విద్యార్థులు పైచదువుల కోసం వెళ్తుంటారు. అదీ లక్షల రూపాయలు ఫీజుల రూపంలో ఖర్చుపెట్టి. ఇక అక్కడికి వెళ్ళి పెట్టే ఖర్చులు, ఆస్ట్రేలియన్ ఎకానమీకి మనోళ్ళు చేసే సేవలు ఏదోఒక స్థాయిలో ఆ దేశానికి "లాభం" చేకూరుస్తూనే ఉన్నాయి. ఈ ఎకనామిక్ బంధాన్ని బలపరుచుకుని, మరింత మంది భారతీయ విద్యార్థుల్ని ఆకర్షించే మార్కెటింగ్ కోసం తప్ప అమితాబ్ కు డాక్టరేట్ ఇవ్వడం ద్వారా ఆస్ట్రేలియా యూనివర్సిటీ కి మరో కారణం ఏమీ లేదనే అనిపిస్తోంది. అదిప్పుడు బెడిసికొట్టింది. ఈ హింసాత్మక ఘటనతో ఆస్ట్రేలియా వెళ్ళే విద్యార్థులు కనీసం 10% తగ్గుతారని అంచనా. ఈ చిచ్చు ఇంకొన్నాళ్ళు రగిలితే ఆ శాతం మరింతగా పెరగొచ్చు.

ఇక రెండో కుట్ర. ఇంత పెద్ధ స్థాయిలో విద్యార్థులు విదేశాలలో పైచదువుల కోసం డబ్బు తగలెయ్యడం భారతదేశానికి ఏ విధంగానూ లాభదాయకం కాదు. అర్జున్ సింగ్ HRD మంత్రిగా ఉన్నప్పుడు ఉన్నత విద్యను ప్రైవేటీకరించడానికి బద్ధవ్యతిరేకిగా నిలచారు. కానీ ఇప్పుడు కపిల్ సిబ్బల్ మంత్రయ్యాక మార్గం సుగమం అని పరిశ్రమ వర్గాలు చెప్పుకున్నాయి. ఇప్పటి ఆస్ట్రేలియన్ మంటకు మరింత మీడియా గాలి తోలితే ఈ సాకు చూపి ప్రైవెటీకరణను త్వరితగతం చెయ్యొచ్చు. ప్రజల ఆమోదంకూడా ఫట్టుమని దొరికేస్తుంది.

మొన్న ఆస్ట్రేలియాలో జరిగిన పెద్దస్థాయి విద్యార్థుల ధర్నాలో కొందరు బిల్డింగులపై రాళ్ళురువారట. ఎంతైనా మనోళ్ళుమనోళ్ళే కదా! ఆ రాళ్ళతోపాటూ ఆస్ట్రేలియా పై నావి రెండురాళ్ళు. లెక్కేసుకోండి.

ఆస్ట్రేలియా, అమెరికాల్లో చదువుకునే విద్యార్ధులపై చూపే ఆపేక్షలో వందోవంతు మీడియా భారతదేశంలో విద్యార్ధినులపై జరుగుతున్న యాసిడ్ దాడులు, ఇంజనీరింగ్/మెడికల్ కాలేజీల్లో ర్యాగింగ్ భూతం పాలబడి ఉసురు తీసుకుంటున్న టీనేజ్ విద్యార్ధుల మీద చూపిస్తే మరింత బాగుంటుంది. మన దేశంలో ఇలాంటి సంఘటనలు నిత్యం జరుగుతున్నా వాటి మీద వీళ్లిచ్చేవి మొక్కుబడి వార్తలే.

మొన్నటికి మొన్న, అమెరికాలో ఓ తెలుగు విద్యార్ధిని ఎవరో నల్లజాతీయుడు జాతి వివక్షతో చితకబాది కారుకి కట్టుకి లాక్కుపోయాడని మన పేపర్లు రాశాయి. అక్కడ జరిగిందో బార్ ఫైట్, కారుకి కట్టి లాక్కుపోవటం యాక్సిడెంట్. సంఘటనని చిన్నది చెయ్యటం నా అభిమతం కాదు. ఆ దాడి గర్హనీయం. నే ఎత్తి చూపదలచుకుంది, ఆ తెలుగు విద్యార్ధి స్థానంలో ఎవరున్నా అలాగే జరిగుండేదని. దానికి జాతి వివక్ష ముద్ర వెయ్యాల్సిన అవసరం లేదు. విదేశాల్లో భారతీయులపై వివక్ష లేనేలేదని కాదు, కానీ మన మీడియా రాస్తున్నంత ఉండకపోవచ్చు. కనీసం, విదేశాల్లో అలాంటి సంఘటనలు జరిగినప్పుడు నేరస్థులని వెంటనే పట్టుకుని శిక్షించే చట్టాలున్నాయి. మనకేవి? ఆయేషా, ప్రత్యూష .. ఏమై పోయాయి వీళ్ల బతుకులు, ఆ కేసులు?

ఈ అమితాబ్ బచ్చన్లూ ఇతరులూ తమ కుహనా దేశభక్తిని ప్రదర్శించుకోటానికి విదేశాల మీద విరుచుకుపడే ఏ చిన్న అవకాశాన్నీ వదులుకోరు. అంత దేశభక్తే ఉంటే, మన ఇంటిని బాగు చేసుకునే విషయమ్మీద దృష్టి పెట్టరేం?

రాళ్లు వేయాల్సింది - విదేశాలకి ఎగిరెళ్లి చదువుకోవాల్సిన అవసరం కల్పించిన మన వ్యవస్థ మీద. వేరే దేశాల మీద కాదు. మన రాళ్లు వాళ్లని చేసేదేమీ లేదు. మన ఘన చరిత్ర గురించీ, నలంద, తక్షశిల విశ్వవిద్యాలయాల గురించీ భుజాలు చరుచుకోవటం కాదు. ఇప్పుడేవీ ఆ స్థాయి విశ్వవిద్యాలయాలు? అందుకే - ఆ వేసే రాళ్లేవో మన ప్రభుత్వాల మీద, యూజీసీ మేదా వేయండి.

తెల్లవాళ్ళ జాత్యహంకారాన్ని, మన దేశంలోని కుల, మత గొడవలకి ముడిపెట్టడం వట్టి అసందర్భం. దేశాల మధ్య గొడవల్ని కులగొడవలతో ముడిపెట్టే సాహసం మిక్కిలి విస్తుగొల్పుతుంది. ది హిందూ దినపత్రికలో కూడా ఇలాంటి అభిప్రాయాలు చూశాను. మనలో మనం ఎలాగైనా కొట్టుకుచస్తాం. అది మనిష్టం. అయినా మన కుల, మత గొడవలకి ఇక్కడ కూడా ఎవరి ఆమోదమూ లేదు. మనలో కులాలున్నంత మాత్రాన ఇహ మనం ఏ దేశంలోను మానవీయ ప్రవర్తనకి నోచుకోకూడదా ? కులాలు అన్నిచోట్లా ఉన్నాయి. కేవలం ఇండియాలోనే కాదు. జపాన్ లో ఉన్నాయి. ఆఫ్రికాలో ఉన్నాయి. చైనాలో కూడా ఉన్నాయి. అయితే వాటిని అక్కడ కులాలని కాకుండా వేఱే ఏవో పేర్లతో వ్యవహరిస్తారంతే !

మనం ఒక దేశానికి అతిథులుగా వెళ్ళినప్పుడు ఆ దేశంవాళ్ళకి మనపట్ల మానవత్వంతో ప్రవర్తించే పనిలేదా?

There is a problem on both sides. Even in India we had the issues of attacks on the foreigners. To me it looks more like "Catching the Easy Prey" than a pre-planned set of racist attacks. They know Indians are meek and dont react violently - the same thing happens even in the US - nobody dares to touch a Chinese guy for one never knows what kind of Mafia connections he will have.

Having said it, I woudl liek to clarify I am not a supporter of the Aussies. Didnt they make a big racist issue out of Harbhajan calling Symonds a monkey? They do deserve this kind of racist branding!

I have been living in Melbourne since 1988. Here is a sample of my early experiences:

I think that there is a bit of racism (comes out in sports and games, but it is not always clear to me whether it is a strategy or real. One of the Australian cricket players ia an Anglo-Indian) but it is not much worse than in many other places. One problem is that Indian students are duped by recruiters about the prospects and facilities. From the small sample of students I spoke to (some Telugus, some taxi drivers, some in security work.)many students come to Australia because it is cheaper here compared to USA or Europe and also easier to get immigrant visa later on. Many of the courses are crappy and the private institutions which offer these courses do not have qualified staff. I know cases where such institutes are fined and stopped but they keep coming back. Many of these seem to be essentially for visas and I do not think the education they offer can be easily done in India. They are a few good universities ( agriculture and medicine are supposed to be good areas for study here) but many good Australian students go to USA or Europe for higher studies.
I do not think that there is any problem if students want to use education for immigration but those who organize this ( entrepreneurs as well as the government) should give proper information and guidance. Students are exploited at every level from accomodation to fees to cheap labour and often tend to stay in cheap areas where petty crime rates are high. In my experience many of the attackers are on the fringe of the society here and it should be the government's responsibility here to show them some direction. Indian students that come here, whatever their motivations, are generally hardworking and want to send money home even when they are studying.
Australia can be a bit rough in the beginning but generally Australians support underdogs. All this media hype may not be helping the students very much.
